| 1. Does call FM/03/2010 include the purchasing of PVs? |
1. No, the call only concerns the engagement of a contractor to supervise various works (as outlined in tender FM03/2010) including the installation of the PVs. Amongst other requirements specific to the PVs and as detailed in the tender, this work shall include certification that the installation is carried out in accordance with health and safety regulations, is in line with MEPA permits, etc. |
| 2. For Tender 04/2010, is there the possibility of a clarification meeting with the Contracting Authority and all tenderers so that we can discuss issues personally in a meeting? |
2 .Since Tender 04/2010 does not envisage the possibility to hold a clarification meeting with all tenderers, it would not be possible to organise this meeting in order to discuss any issues directly. Instead, we encourage tenderers to submit any queries they may have to the email address indicated in section 11 of the tender document. |

3. Yes, Tender 04/2010 includes the restoration of the cupola’s interior, including the gold gilding, stucco decorations and stone carvings. |
| 4. Does this Tender 04/2010 include the maintenance on the dome’s outer membrane and application of waterproofing material and the application of a new water-proofing material on the outer skin of the dome? |
4. As stated in Tender 04/2010, it is important that the outer skin is made water proof in order to avoid damage to the painting once the restoration is undertaken. Tenderers are required to propose appropriate option/s for the work and solutions suitable for the water proofing required. Therefore tenderers should consider whether to keep the membrane as it is, effect maintenance to the existing membrane or replace the membrane and propose a different technology. |
| 5. Is the cupola drum to be also restored? What is expected in that case? e.g. cleaning of stone, removal of red stains, replacement of damaged stones, repainting, etc? |
5. The restoration on the cupola drum that is required should only address waterproofing solutions. The restoration works does not comprise the “aesthetical” restoration of the outer surface of the cupola. |

8. Prospective bidders are to propose the appropriate option to address the problems and issues as outlined in the tender. |
| 9. Are these Cali` paintings oil frescoes or oil on stone paintings? |
9. They are being termed oil frescoes in order to differentiate them from what in Italian is called Buon Fresco Paintings. |
| 10. Are the over painting of Bonnici Cali expected to be all removed as they nowadays constitute about 70% of the whole painting? |
10. For those parts of the Giuseppi Cali painting which were repainted/retouched by Bonnici Cali` and which tenderers believe can be restored to its previous glory, it is expected that these parts are to be cleaned. However for those areas where Bonnici Cali` painted anew because the previous painting of Giuseppe Cali` had been lost, tenderers are to determine whether to preserve this painting and restore it or to have the area painted again. Such a drastic intervention should be applied for those cases where the underneath layer of Giuseppe Cali` is totally missing. |

Where the original paint by G.Cali was lost and repainted by R.B.Cali in the 60s, and referring to those areas where the losses were not filled to the same height of the original painting...What is expected in this case ? Option 1 - to consolidate, clean, but leave the intervention of Bonnici Cali, or Option 2 - to consolidate, clean, do proper infilling and then reintegrate over Bonnici Cali to match the original by G. Cali? |
11. As explained in previous question, for areas of the painting which where retouched by Bonnici Cali’s, tenderers are to decide whether to consolidate and clean the painting, paint anew and/or carry out proper filling and reintegrate to make this reintegration match the original by Giuseppe Cali. |
| 12. On which treatments the allocated budget was calculated? or what is expected in this tender? |
12. Tenderers are expected to propose the most suitable and effective treatment in line with the requirements of the tender. |
| 13. When would be the commencement date? |
13. The commencement date for works is one week from the signing of the contract unless otherwise agreed upon with the Contracting Authority as stated in Article 13 of the Special Conditions. |
| 14. Is it possible to extend the period of execution due to the complexity of the intervention required for the benefit of Cali's paintings? |
14. Extension to the period of execution of the project is governed by the provisions set out under Article 33 of the General Conditions. |
| 15. Was clause 20 on page 11 of Tender 04/2010 intentionally left out? |
15. Yes. Clause 20 which made reference to the Bid Bond was excluded as this is not required. |
| 16. Should clause C of Tender form volume 1 read FM04/2010 instead ofFM02/2010 for the tender for the restoration of the four paintings? |

For Tender 04/2010, does the requirement to have a degree in the restoration/ conservation of artefacts and specialisation in the restoration of frescos and canvas paintings, also obligatory for the persons responsible for the restoration works of plastering, gilding and membrane require the possession of a degree? |
17. No. Persons proposed for the plastering, gilding and membrane do not require a degree or other academic qualification, but must be skilled persons capable of carrying out the work. They should produce references to have been engaged in the past in similar works. |

Re Clause 1.2 and Volume 3_Objectives and Results of Tender 04/2010, could the Contracting Authority clarify whether the outer membrane has to be water-impermeable only, as the membrane at present, or does the Contracting Authority require that the new membrane allows the stone to 'breathe' whilst being water-impermeable? |

| 19. For tender 04/2010, ideally the works on the outer membrane should be undertaken in the spring summer period. Therefore, is it possible to sign the contract in the spring/summer period for the work on the exterior part of the dome to be carried out when the weather is more favourable. |
19. In submitting the high level programme of works, prospective bidders are to include their approach to the project giving due consideration to the maximum execution period indicated in the tender. The successful tenderer is required to sign, date the contract, and return it together with the performance guarantee to the Contracting Authority within 15 days of receiving the contract. |
